Doug Rutzen is President and CEO of ICNL, which works on the legal framework for civil society, civic participation, and democracy in 100 countries. Doug serves on OGP’s Steering Committee, and he teaches international civil society law at Georgetown law school. Upon the country’s transition to democracy, Doug served as Legal Advisor in the Czechoslovak Parliament. Doug has worked with governments, parliaments, and civil society throughout Europe on the legal framework for civil society, civic participation, and democracy.
