This session will first discuss the OECD’s wider work on open government indicators, which takes a holistic perspective on open government reforms, including their impacts. Following the
OECD Recommendation of the Council on Open Government (2017) and based on a comprehensive theory of change, an Open Government Dashboard has been developed to assess not only governance arrangements, but also evaluate their effect on government openness.
Other methods used by Finland, Slovakia and Ukraine will be presented, as well as the various approaches used by the OGP Independent Reporting Mechanism and the Support Unit to measure and assess progress against dimensions of open government.
