Dialogue 1: Upholding Democratic Values Through Open Government // Dialogo 1: Sostenere i valori democratici attraverso il governo aperto
Europe is home to more than two-thirds of the world’s liberal democracies, according to the V-Dem Institute's Democracy Report 2022. However, the same report found that democracy has weakened in all but a select few of these countries over the past ten years. While the causes are multi-faceted and often country-specific, the report also identified common threads including increasing polarization driven by online misinformation and disinformation, corporate secrecy shaped by the few and inaccessible to the many, and a widespread failure to meaningfully involve the public in decision-making.


During the same 10 years where democracy has been in decline globally, and in Europe, OGP has grown to include 77 national, 106 local members, and thousands of civil society organizations , collaborating to deliver almost 5000 open government reforms to date. Other mechanisms include the 2017 adoption of the OECD Recommendation on Open Government, which paved the way to a harmonized design and implementation of open government policies. This dialogue will explore whether and how open government mechanisms and reforms can rise to meet the major challenges to democratic values in Europe and beyond.

Secondo il Rapporto sulla democrazia 2022 del V-Dem Institute, l'Europa ospita più di due terzi delle democrazie liberali del mondo. Tuttavia, il rapporto rileva quanto la democrazia si sia indebolita in tutti i paesi negli ultimi dieci anni, tranne che in pochi eletti. Sebbene le cause siano multiple e spesso specifiche per ogni paese, il rapporto ha anche identificato elementi comuni, tra cui una crescente polarizzazione causata dalla disinformazione, inclusa quella online, un’inesistente trasparenza a livello aziendale portata avanti da pochi e inaccessibile ai molti, e un diffuso fallimento nel coinvolgere significativamente il pubblico nel processo decisionale.

Negli stessi dieci anni in cui la democrazia era in a livello globale e in Europa, OGP cresceva fino a includere 77 membri nazionali, 106 locali e migliaia di organizzazioni della società civile, collaborando per realizzare quasi 5000 riforme del governo aperto fino ad oggi. Altri meccanismi includono l'adozione nel 2017 della Raccomandazione dell'OCSE sul governo aperto, che ha avviato un processo di armonizzazione della progettazione e attuazione delle politiche di governo aperto. Questo dialogo esplorerà se e come i meccanismi e le riforme di governo aperto possono crescere per affrontare le principali sfide ai valori democratici in Europa e oltre.

Open Government for Reconstruction and Recovery in Ukraine // Governo aperto per la ricostruzione e la ripresa in Ucraina
Despite the Russian war against Ukraine still raging on, the international community and Ukrainians themselves are actively planning reconstruction efforts. Trust among all stakeholders is crucial for a successful and efficient recovery. To achieve this level of trust, the reconstruction process should be developed in an open, transparent, and accountable manner, free from corruption, and in constant coordination among all the stakeholders. This dialogue will focus on how stakeholders are already using open governance practices in planning and recovery efforts, practical tools that are being developed to ensure accountability, and emerging coalitions supporting an open reconstruction and recovery.

Nonostante la guerra della Russia contro l'Ucraina sia ancora in corso, la comunità internazionale e gli ucraini stessi stanno pianificando attivamente gli sforzi di ricostruzione. How can Open Government Tackle Disinformation? // Come il governo aperto può contrastare la disinformazione?
Events like the COVID-19 pandemic and Russia’s invasion of Ukraine have demonstrated that the spread of disinformation threatens the free and fact-based exchange of information that underpins democracy and trust in public institutions. 


Radical transformations to the information ecosystem have upended traditional communication methods and enabled the spread of content at a previously unimaginable scale. The dominance of online channels, where every individual can be both a producer and consumer of content, means that governments face greater competition for the attention of citizens. But digital platforms also create new opportunities for unmediated contact with vast and diverse publics, allowing governments to deliver information that enhances responsiveness and builds trust.


Many open government reforms can help to promote a healthy information ecosystem, including promoting high standards of public discourse; strengthening the independence and transparency of news media, ensuring the transparency and accountability of social media platforms; and supporting fact-checking, civic education, citizen dialogue and other counters to disinformation. This session will explore these reforms and the opportunities and challenges of tackling disinformation.

Eventi come la pandemia di COVID-19 e l'invasione russa dell'Ucraina hanno mostrato che la diffusione della disinformazione minaccia il libero scambio di informazioni basato sui fatti che è alla base della democrazia e della fiducia nelle istituzioni pubbliche.

Le trasformazioni radicali dell'ecosistema dell'informazione hanno stravolto i metodi di comunicazione tradizionali e consentito la diffusione di contenuti su una scala prima inimmaginabile. Il predominio dei canali online, in cui ogni individuo può essere sia produttore che consumatore di contenuti, significa che i governi devono fronteggiare maggiore concorrenza per catturare l'attenzione dei cittadini. Tuttavia, le piattaforme digitali creano anche nuove opportunità di contatto non mediato con un pubblico vasto e diversificato, consentendo ai governi di fornire informazioni che migliorano la ricettività e creano fiducia.

The local open government movement is growing. Hundreds of local governments and civil society are championing open government reforms in different contexts around the world. Despite this diversity, they share similar issues and one common ambition, to improve the lives of people in their jurisdictions.

In this interactive discussion, OGP Local members will share how their local context has shaped their experience in adopting open government reforms, including their most impactful, challenging commitments and co-creation design choices. This session aims  to better understand the contexts that shaped the local's journey to adopt open government reforms, learn from similar experiences, and be inspired to adopt ambitious open government reforms. 

During the session, there will be an opportunity for the audience to interact virtually with the presenters by asking questions and sharing their opinions.

Open Government for the EU Recovery Agenda: How? // Governo aperto per l'agenda di ripresa dell'UE: come?
Accountability and transparency on how money is spent–and on whom–will be critical to ensure the Recovery and Resilience Facility (RRF) at the core of this investment delivers in making European economies and societies more sustainable, resilient, and better prepared for the challenges and opportunities of the green and digital transitions.

Oddly enough, the European Commission did not commit member states to rigorous reporting and public oversight requirements on these loans and grants, which will total over €672bn, despite a terrible track record of corruption and misspending in EU funds.

The Open Spending EU Coalition’s, recent White Paper on RRF Transparency offered a recipe for improving spending transparency across the EU. 

During this interactive panel, we will hear from the EU governments and civil society about their approach to the openness of the EU funds and offer the desired model for transparency of RRF spending. We will spend most of the time in group discussion - you will have lots of space to contribute.

Increased public participation builds a more engaged citizenry, increases the legitimacy of decisions, and helps ensure policymakers have valuable local knowledge. Participatory processes in climate policy-making are becoming increasingly popular, as both citizens and governments react to the climate change emergency. Members of OGP are now leveraging their action plans to test and embed participatory processes in climate policy-making. This session is an opportunity for stakeholders from OGP members to share the successes and challenges of these efforts with other members of the European open government community considering similar activities.

Tackling Kleptocracy and Dark Money through Open Government Tools // Combattere la cleptocrazia e il denaro illecito attraverso strumenti di governo aperti
Russia’s brutal full-scale invasion of Ukraine has led to the strong global reckoning of kleptocracy, with the European Union and the UK imposing targeted sanctions on Kremlin-linked corrupt oligarchs. However, denying safe haven to ill-gotten wealth requires more active transparency measures and coordinated multilateral efforts to trace, freeze and seize assets stored in European countries.

Beneficial ownership transparency has emerged as an important tool in the fight against illicit financial flows, corruption, and tax evasion, with more than 30 countries in OGP committing to reforms in this area. The panel will focus on using beneficial ownership registers in ending anonymous companies as vehicles for hiding dark money, and will identify current loopholes/challenges for effective seizure and return of ill-gotten assets.

La brutale invasione su vasta scala dell'Ucraina da parte della Russia ha portato a una forte resa dei conti globale della cleptocrazia, con l'Unione Europea e il Regno Unito che hanno imposto sanzioni mirate agli oligarchi corrotti legati al Cremlino. What is Needed for Open Government to Work Better? An OGP Community Dialogue // Cosa è necessario affinché il governo aperto funzioni meglio? Un Community Dialogue OGP
The global outlook for open government, once seen as on an almost inevitable positive trajectory, is now less optimistic. Since 2011, we’ve seen democratic backsliding across the globe: V-Dem assesses that 70% of the world’s population now live in autocracies. OGP member countries are not immune to this trend either. Citizens in only six out of 77 current OGP countries enjoy increased civil liberties as compared to a decade ago.

How have we found ourselves here? For open government to fulfill its once-hopeful promise, what reassessment of our theory of change, approaches, and activities are needed? And with the ongoing strategy refresh process in mind, what role does OGP play?

This community dialogue provides the opportunity to have an open, frank, and provocative conversation about the thorniest of questions. The session is kicked off by a fireside chat in plenary, after which we will move to facilitated small table discussions. Conversations will be facilitated by members of the OGP Steering Committee, Italian MSF, and OGP staff.

Stakeholder Sessions // Sessioni degli stakeholder
These OGP Stakeholder Sessions are a series of concurrent, participant-led discussions designed to quickly share learnings about how we can best leverage the OGP platform to progress ambitious reforms, and to build new collaborations to this end.

Discussion topics will be proposed and facilitated by the OGP Support Unit - but there will also be ample opportunity for anyone to propose new topics for discussion in the lead-up to, and on the day. These can relate to any aspect of the OGP platform: participation best practices; bottlenecks and challenges; new ideas for collaboration, within and outside of government.

Anticipated discussions include OGP co-creation and participation standards, building cross-ministry support for OGP, innovative co-creation processes, multi-stakeholder forums, how to tell an open government story and more!

The active, participant-led format will mean there will be something for everyone. Please submit a session proposal here.

Find out what data your country releases to counter political corruption - from officials’ assets, to which interest groups are shaping legislation and policy, who is winning contracts, and who is behind the most influential companies.

After a short overview of key findings, we will hear from the experts behind the reforms and the research. In particular, this session will build on the excellent work of the Global Data Barometer and the Data for Development Network

Then, we want to hear from you. The session will have small group discussions on how to use OGP’s new flagship report on political corruption to improve action plans. How can the national, subregional, and European institutional levels help us move more towards fair and transparent decision-making?

What is the Future for Democratic Participation in Europe? // Quale futuro per la partecipazione democratica in Europa?
Democratic participation in Europe is faced with significant challenges and opportunities. On the one hand, at least 20% of EU member states are going through a process of autocratization according to V-DEM, while CIVICUS notes a continuing decline of civic space in the region, including in established democracies. But on the other hand, there is an unprecedented wave of democratic innovations and deliberative policy-making processes. Will this wave dissipate, or can we grasp the challenges of scale and institutionalization to renew democracy in Europe?

This session will explore the future of democratic participation in Europe. It will delve into a number of specific topics, including how we can protect democratic freedoms; how to nurture continuing democratic innovation; and how we can institutionalize citizen participation. Presenters will kick-start the discussion via a series of lightning talks, followed by small group discussions to share ideas and experiences.

La partecipazione democratica in Europa deve affrontare sfide e opportunità significative. Da un lato, almeno il 20% degli Stati membri dell'UE sta attraversando un processo di autocratizzazione secondo V-DEM, mentre CIVICUS rileva un continuo declino dello spazio civico nella regione, anche nelle democrazie consolidate. D’altra parte, si è verificata un'ondata senza precedenti di innovazioni democratiche e di processi decisionali deliberativi. Questa onda si dissiperà o possiamo cogliere le sfide per scalare o di istituzionalizzazione per rinnovare la democrazia in Europa?

Questa sessione esplorerà il futuro della partecipazione democratica in Europa. Analizzerà una serie di argomenti specifici, compreso il modo in cui possiamo proteggere le libertà democratiche; come coltivare l’innovazione democratica continua; e come possiamo istituzionalizzare la partecipazione dei cittadini. Lobby Transparency: Why and for Whom? // Trasparenza delle lobbies: perché e per chi?
Engaging stakeholders in policy-making processes is a central aspect of open government, yet the fact of who influences policies and how can often remain unknown to the public. Instead, the public receives news of lobbying through typically scandalous cases of undue influence, which in turn can cause distrust towards policy-makers and lobbyists alike. According to Global Data Barometer, lobbying is the lowest performing indicator in the political integrity field, with only 19 of the surveyed 109 countries disclosing data on lobby meetings.

While many OGP members have worked or are working with increasing lobby transparency, progress can be slow and be hindered by political turmoil. This session serves as an opportunity to share experiences of regulating lobbying in Europe, of building coalitions and of creating political will in the name of increasing public trust and citizen engagement.

Il coinvolgimento dei portatori di interesse nei processi decisionali delle politiche è un aspetto centrale del governo aperto, ma il chi e il come s’influenzano le politiche spesso resta sconosciuto al pubblico. Al contrario, il pubblico riceve notizie di attività di lobbying attraverso scandali e tipicamente casi di influenza illecita, che a loro volta possono causare sfiducia nei confronti dei responsabili politici e dei lobbisti allo stesso modo. Secondo il Global Data Barometer, il lobbying è l'indicatore con le prestazioni più basse nel campo dell'integrità politica, con solo 19 sui 109 paesi intervistati che divulgano dati sulle riunioni di lobby.

Mentre molti membri di OGP hanno lavorato o stanno lavorando con una crescente trasparenza sulle attività di lobbying, il progresso può essere lento ed essere ostacolato da disordini politici. Questa sessione è un'opportunità per condividere esperienze di regolamentazione del lobbismo in Europa, per la costruzione di alleanze e creazione di volontà politica in nome dell'aumento della fiducia pubblica e del coinvolgimento dei cittadini.

Measuring Open Government // Misurare il governo aperto
This session will first discuss the OECD’s wider work on open government indicators, which takes a holistic perspective on open government reforms, including their impacts. Following the OECD Recommendation of the Council on Open Government (2017) and based on a comprehensive theory of change, an Open Government Dashboard has been developed to assess not only governance arrangements, but also evaluate their effect on government openness.

Other methods used by Finland, Slovakia and Ukraine will be presented, as well as the various approaches used by the OGP Independent Reporting Mechanism and the Support Unit to measure and assess progress against dimensions of open government.
