Was founder, member of the Board and President of APDSI, Association for the Promotion and Development of the Information Society, is a member of the Board and was President of the Portuguese Platform of Civil Society Associations, PASC – and President of the General Assembly of the Internet Society PT. Was chairman of the Board of itSMF Portugal, Association of Information Technology Managers and was a member of the Board of other professional and civic associations. In the Public Administration He has a professional and civic career spanning 45 years, where he held the positions of Deputy Director General of the Secretariat for Administrative Modernization, Deputy Director General for ICT in Tax and Customs, Member of the Board of Directors of the Institute of Informatics of the Ministry of Finance, among other management positions. Qualifications and Competencies Has a degree in Business Management and in Social and Political Sciences, PhD candidate in Public Administration and advanced training in Information Systems and Technologies. He has extensive experience as a guest lecturer in higher education and professional training in his areas of expertise. He has been a speaker at around 200 events held in more than twenty countries and is the author of numerous works published in Portugal and abroad.
